14 On page 40, between lines 11 and 12,

16 insert:
17 Section 15. Section 16 of this act may be cited as the
18 "Government Yardstick Act."
19 Section 16. (1) The Office of Program Policy Analysis
20 and Government Accountability shall report, by January 1 of
21 each year, to the President of the Senate and the Speaker of
22 the House of Representatives the following economic indicators
23 which shall be used to determine the size and impact of the
24 government sector in this state:
25 (a) Spending by the state and local governments, as a
26 percentage of state domestic product, including, but not
27 limited to, grants, subcontracted labor, and all other
28 expenditures of government and quasi-governmental entities.
29 Such spending shall also be reported as per capita spending.
30 (b) An estimate of the cost of compliance with
31 regulations of the state and local governments as a percentage

1 of state domestic product. Such costs shall be limited to the
2 expenditures for labor, materials, and equipment necessary to
3 comply with state regulations. Such costs shall also be
4 reported as per capita costs of regulation.
5 (c) Total state and local government employment,
6 including, but not limited to, subcontracted labor, expressed
7 in full-time employee equivalents. Such employment shall also
8 be reported as a percentage of the total workforce of this
9 state.
10 (d) Total assets of the state and local governments,
11 including, but not limited to, acreage, roads, buildings,
12 investments, and funds. Such assets shall also be reported as
13 per capita assets.
14 (e) Total liabilities of the state and local
15 governments, including, but not limited to, public
16 indebtedness. Such liabilities shall also be reported as per
17 capita debt.
18 (f) To the extent similar data is available, a
19 comparative analysis of the size and impact of Florida's
20 government sector with that of all other states.
21 (2) The office shall establish a methodology and
22 appropriate assumptions necessary for the efficient and
23 cost-effective implementation of this act. After establishing
24 a methodology, the office shall use the economic indicators to
25 establish a baseline for the year 2000. Using the same
26 methodology, the office shall prepare the economic indicators
27 for the years 1980 and 1990, including any supplemental
28 assumptions necessary to bridge gaps in available data. Where
29 necessary in the report of economic indicators, qualifying
30 statements may be made to make clear the limitations of the
31 methodology and any resultant range of accuracy.

15 methodologies and assumptions relating to such
16 indicators; requiring the office to develop
17 such economic indicators for certain years;
