14         On page 2, line 31,

16  insert:

17         (4)  This section shall cease to apply to any political

18  subdivision if it is determined by the agency or officer of

19  the agency responsible for distributing federal funds to the

20  state or any political subdivision that compliance with this

21  section will cause denial of federal funds or would otherwise

22  be inconsistent with the federal requirements pertaining to

23  such funds.
