2 An act relating to school districts;
3 establishing an Office of Inspector General in
4 each school district; providing for appointment
5 of the Inspector General; providing purpose of
6 the office; providing authority of the
7 Inspector General to conduct investigations and
8 make recommendations; providing powers of the
9 Inspector General; providing an effective date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. An Office of Inspector General is
14 established in each school district of the state. Each
15 Inspector General shall be appointed by the Governor for a
16 4-year term. An Inspector General may be reappointed for
17 successive terms. The Inspector General shall be independent
18 of the superintendent of schools and the district school
19 board, but shall cooperate with the school district's ethics
20 commission or body if such entity exists within the school
21 district. The purpose of the Office of Inspector General is to
22 promote accountability, efficiency, and effectiveness within
23 the school district and to prevent and detect fraud and abuse
24 within the school district. The Inspector General shall have
25 the authority to conduct investigations into allegations of
26 waste, fraud, or financial mismanagement within the school
27 district and shall make recommendations to the superintendent
28 and the school board regarding such investigations. The
29 Inspector General shall have access to all information and
30 personnel necessary to perform the duties of the office. The

1 Inspector General shall have the power to subpoena witnesses,
2 administer oaths, and require the production of records.
3 Section 2. This act shall take effect July 1, 2002.
