11  Senator Sullivan moved the following amendment to amendment

14         Senate Amendment (with title amendment) 

15         On page 1, between lines 20 and 21,

17  insert:

18         Section 2.  In order to implement Specific

19  Appropriations 1-187 of the 2002-2003 General Appropriations

20  Act, the Secretary of Education, in consultation with the

21  Commissioner of Education, may establish, abolish, or

22  consolidate bureaus, sections, and subsections and reallocate

23  duties and functions within the Department of Education in

24  order to promote the effective and efficient operation of the

25  department and to implement changes to the state system of

26  education initiated by the adoption of the 1998 amendment to

27  Article IX of the State Constitution as implemented by the

28  Legislature in chapter 2001-170, Laws of Florida. Authorized

29  positions and appropriations may be transferred from one

30  budget entity to another as required to implement the

31  reorganization. The secretary may not establish, abolish, or

  1  consolidate bureaus, sections, or subsections after December

  2  31, 2002, unless such action is approved by the Legislative

  3  Budget Commission. The secretary shall provide a report on the

  4  reorganization to the President of the Senate, the Speaker of

  5  the House of Representatives, the minority leaders of the

  6  Senate and the House of Representatives, and the chairs of the

  7  education appropriations committees of the Legislature by

  8  January 1, 2003. This section expires July 1, 2003.
