15         On page 20, between lines 2 and 3,

17  insert:  
18         Section 18.  In order to implement Specific
19  Appropriations 2396-2416 of the 2002-2003 General
20  Appropriations Act, from the funds in Specific Appropriations
21  2396 through 2417A, the Department of Business and
22  Professional Regulation is authorized to transfer no more than
23  34 positions and the resources identified in the reengineering
24  issue from Compliance and Enforcement, no more than 12
25  positions and the resources identified in the reengineering
26  issues from Standards and Licensure, and no more than 20
27  positions and the resources identified in the reengineering
28  issue from tax collection to begin implementation of the
29  on-line licensing and reengineering project. To ensure current
30  service delivery levels pertaining to regulation, licensing,
31  compliance, enforcement, and tax collection, the department is

Amendment No. ___ Barcode 644394 1 authorized to retain positions in the current programs as 2 necessary to facilitate migration to the new business process. 3 The transfer must be completed prior to June 30, 2003. The 4 Executive Office of the Governor is authorized to establish 5 positions in excess in the current programs to meet these 6 requirements, subject to the provisions of section 216.177, 7 Florida Statutes. 8 Section 19. In order to implement Specific 9 Appropriations 2418-2432A of the 2002-2003 General 10 Appropriations Act: 11 (1) Any other provision of law to the contrary 12 notwithstanding, the Division of Florida Land Sales, 13 Condominiums, and Mobile Homes shall be organized with at 14 least three bureaus to be known as the Bureau of Condominiums, 15 the Bureau of Mobile Homes, and the Bureau of Time-shares. 16 (2) No more than 10 percent of the moneys deposited in 17 the trust fund of the Division of Florida Land Sales, 18 Condominiums, and Mobile Homes shall be transferred to the 19 office of the Secretary of Business and Professional 20 Regulation or to other parts of the Department of Business and 21 Professional Regulation during any fiscal year without the 22 prior specific authorization by the Legislature in the General 23 Appropriations Act. 24 25 This section expires July 1, 2003. 26 Section 20.
