19 insert:
20 Section 12. In order to implement the appropriations
21 made from the Tobacco Settlement Trust funds of the various
22 state agencies in Specific Appropriations 188 through 643 and
23 section 20 of the 2002-2003 General Appropriations Act, no
24 agency shall expend more than 10 percent of its
25 appropriations, as adjusted by budget amendments, from its
26 Tobacco Settlement Trust Fund for administrative costs and
27 capital outlay projects combined. Further, moneys from
28 Tobacco Settlement Trust Funds shall not be used by an agency
29 to supplant General Revenue funds. If any agency receives
30 specific appropriations from its Tobacco Settlement Trust
31 Fund, which are limited to administrative costs and capital

1 outlay projects only and are more than 10 percent of its
2 appropriations from its Tobacco Settlement Trust Fund, the
3 agency shall, to the extent possible, propose budget
4 amendments to adjust non-tobacco settlement funds to comply
5 with the 10-percent limitation of this section. This section
6 expires July 1, 2003.
