20 Section 30. In order to implement the 2002-2003
21 General Appropriations Act and Specific Appropriations 105,
22 166B and 161 thereof, subsection (13) is added to section
23 216.292, F.S., to read:
24 216.292 Appropriations nontransferable; exceptions--
25 (13) For the 2002-2003 fiscal year only and
26 notwithstanding the other provisions of this section; s.
27 215.32(2)(d), establishing the working capital fund; s.
28 216.179, relating to reinstatement of vetoed appropriations;
29 and s. 216.181, relating to limitations on budget amendments;
30 education spending for public schools, universities and
31 community colleges for the 2002-2003 fiscal year may be

1 increased in an amount up to the total of the Governor's
2 vetoes of 2002-2003 appropriations from the General Revenue
3 Fund. Such increase may be approved only by the Legislative
4 Budget Commission pursuant to the request of the Department of
5 Education filed with the Executive Office of the Governor.
6 The provisions of this subsection are subject to the notice,
7 review, and objection procedures set forth in s. 216.177.
8 Further, the Legislative Budget Commission pursuant to the
9 request of the Department of Education filed with the
10 Executive Office of the Governor may approve an increase in
11 education spending for the 2002-2003 fiscal year in an amount
12 up to the total of the total of the Governor's vetoes os
13 2002-2003 appropriations from lottery funds. This subsection
14 shall not limit any increases to education spending authorized
15 by law. This subsection expires July 1, 2003.
