14         Senate Amendment (with title amendment) 

15         On page 20, between lines 2 and 3,

17  insert:

18         Section 18.  In order to implement Specific

19  Appropriations 2396-2416 of the 2002-2003 General

20  Appropriations Act:

21         (1)  Any other provision of law to the contrary

22  notwithstanding, the Division of Alcoholic Beverages and

23  Tobacco shall be organized with at least three bureaus to be

24  known as the Bureau of Licensing, the Bureau of Auditing, and

25  the Bureau of Law Enforcement.

26         (2)  No more than 10 percent of the moneys deposited in

27  the trust fund of the Division of Alcoholic Beverages and

28  Tobacco shall be transferred to the office of the Secretary of

29  Business and Professional Regulation or to other parts of the

30  Department of Business and Professional Regulation during any

31  fiscal year without the prior specific authorization by the
