12  Affairs recommended the following amendment:

14         Senate Amendment (with title amendment) 

15         On page 1, line 26, after the period

16

17  insert:  unless the governing body of the county or

18  municipality, where the population to be served is located,

19  grants the entity permission to provide service within the

20  boundaries of that county or municipality

24  And the title is amended as follows:

25         On page 1, line 8, after the semicolon

26

27  insert:

28         providing an exception when the county or

29         municipality grants the entity permission to

30         serve populations within the county or

31         municipality;
