13         Amendment to Amendment (740527) (with title amendment) 

14         On page 79, between lines 30 and 31,

16  insert:

17         (4)  No similar product or service of comparable price

18  and quality found necessary for use by any state agency may be

19  purchased from any source other than the nonprofit agency for

20  the blind or for the severely handicapped if the nonprofit

21  agency certifies that the product is manufactured by, or the

22  service is provided by, the blind or the severely handicapped

23  and the product or service meets the comparable performance

24  specifications and comparable price and quality requirements

25  as determined by the department or an agency. The purchasing

26  authority of any such state agency may make reasonable

27  determinations of need, price, and quality with reference to

28  products or services available from the nonprofit agency.
