13         Amendment (with title amendment) 

14         On page 4, line 20,

15

16  insert:

17         Section 1.  General acute care beds from any hospital

18  in Subdistrict 1 of District 1 in Escambia County may be

19  relocated within the same subdistrict for the establishment of

20  a satellite hospital as a demonstration project. The

21  establishment of a satellite hospital under this section shall

22  be exempt from the provisions of s. 408.036(1), Florida

23  Statutes, as provided in this section. Any exemption under

24  this section must be requested on or before July 1, 2003.

25  Construction of the satellite hospital must commence within

26  the timeframes applicable to certificates of need. The Agency

27  for Health Care Administration shall monitor the demonstration

28  project and report its findings on the impact of granting the

29  exemption under this section to the Governor, the President of

30  the Senate, and the Speaker of the House of Representatives 1

31  year after any satellite hospital exempted under this section

  2  respect to the impact that the granting of the exemption had

  3  on competition in the district and subdistrict, costs to

  4  providers, patients, and payors, and the use and occupancy

  5  rates of acute care beds in the subdistrict.

10         On page 1, line 2, after the semicolon,

12  insert:

13         authorizing a demonstration satellite hospital

14         project in Escambia County; providing an

15         exemption from certain certificate-of-need

16         requirements; providing requirements; requiring

17         the Agency for Health Care Administration to

18         monitor the project; requiring a report;

19         specifying report criteria;
