19 (1) There is established an effort index grant program
20 for school district facilities. The purpose of this program is
21 to provide state financial assistance for the implementation
22 of School District Facilities Work Programs adopted pursuant
23 to s. 1013.35 for districts that have experienced high growth
24 in student enrollment relative to their financial ability to
25 provide facilities to serve this enrollment growth. Funding
26 for effort index grants is subject to legislative
27 appropriations specifically provided for this purpose.
28 (2) In order to qualify for an effort index grant
29 awarded pursuant to this section, a school district must meet
30 each of the following criteria:
31 (a) The district has levied the full 2 mills of

1 nonvoted discretionary capital outlay authorized in s.
2 1011.71(2) for each of the 4 years immediately preceding the
3 award of an effort index grant.
4 (b) Fifty percent of the revenue derived from the 2
5 mill nonvoted discretionary capital outlay levy for the 4
6 years immediately preceding the award of an effort index
7 grant, when divided by the district's growth in capital outlay
8 FTE students over the same 4-year period, produces a value
9 which is less than the average cost-per-student-station
10 calculated pursuant to s. 1013.72(2) for the year immediately
11 preceding the effort index grant award, and weighted by the
12 statewide enrollment in elementary, middle, and high school.
13 (c) The Commissioner of Education has released all
14 funds allocated to the district from the Classrooms First
15 Program authorized in s. 1013.68.
16 (d) The total capital outlay FTE students of the
17 district is greater than 15,000 students.
18 (3) The maximum amount of an effort index grant
19 awarded pursuant to this section shall be calculated as
20 follows:
21 (a) For each eligible district, the Department of
22 Education shall calculate the value of 50 percent of the
23 revenue derived from the 2 mill nonvoted discretionary capital
24 outlay tax for the 4 years immediately preceding the award of
25 an effort index grant, divided by the increase in capital
26 outlay FTE students for the same period.
27 (b) Next, the department shall determine, for each
28 eligible district, the amount that must be added to the value
29 calculated in paragraph (a) to produce the weighted average
30 value-per-student-station calculated for the preceding year as
31 described in paragraph (2)(b).

1 (c) The value calculated for each district in
2 paragraph (b) shall be multiplied by the total increase in
3 capital outlay FTE students for 4 years immediately preceding
4 the award of the effort index grant to determine the maximum
5 amount of a grant which may be awarded to a district pursuant
6 to the section.
