15         On page 213, lines 17-19,

16  remove:  all of said lines

18  and insert:  implement the decision of the State Board of

19  Education, unless the school board, at a special meeting

20  called solely for the purpose of considering the decision of

21  the State Board of Education, votes by a majority of

22  four-fifths in the case of a five member board or

23  five-sevenths in the case of a seven member board to reject

24  the decision of the State Board of Education regarding said

25  charter school application.  The school board shall adopt

26  specific written findings in support of its rejection of the

27  State Board of Education's decision.  Neither the decision of

28  the State Board of Education nor the school board is subject

29  to the provisions of the Administrative Procedures Act,

30  chapter 120.
