19 incremental changes to the base budget, including salaries,
20 price levels, and other related costs allocated through a
21 funding model approved by the Legislature which may recognize
22 differing economic factors arising from the individual
23 educational approaches of the various community colleges,
24 including, but not limited to:
25 a. Direct Instructional Funding, including class size,
26 faculty productivity factors, average faculty salary, ratio of
27 full-time to part-time faculty, costs of programs, and
28 enrollment factors.
29 b. Academic Support, including small colleges factor,
30 multicampus factor, and enrollment factor.
31 c. Student Services Support, including headcount of
