18         11.  NOTICE TO PARENTS.--(a)  The Department of

19  Education and the school district shall promptly provide to a

20  parent or guardian of each student enrolled in an elementary,

21  middle, or secondary school:

22         1.  An explanation of what the identification means and

23  how the school compares in terms of academic achievement to

24  other elementary, middle, or secondary schools served by the

25  school district and the department.

26         2.  The reasons for the identification.

27         3.  An explanation of what the school identified for

28  school improvement is doing to address the problem of low

29  achievement.

30         4.  An explanation of what the school district or the

31  department is doing to help the school address the achievement
