13         Amendment 

14         On page 40, line 23, through page 41, line 13,

15  remove:  all of said lines,

17  and insert:

18         b.  To ensure the effective and efficient

19  implementation of this subsection, the Treasurer shall appoint

20  the board of governors by July 1, 2002. The board of governors

21  shall work in conjunction with the Residential Property

22  Insurance Market Coordinating Council to address appropriate

23  organizational, operational, and financial matters relating to

24  the corporation. In addition, after consultation with the

25  Residential Property Insurance Market Coordinating Council,

26  the bond trustees and rating agencies, the Treasurer may

27  postpone for a period not to exceed 180 days after the

28  effective date, the implementation of the corporation or the

29  implementation of one or more of the provisions relating to

30  transfer of Florida Windstorm Underwriting Association

31  policies, obligations, rights, assets, and liabilities into

  1  the high-risk accounts and such other provisions that may be

  2  affected thereby if the Treasurer determines that postponement

  3  is necessary:

  4         (i)  Due to emergency conditions;

  5         (ii)  To ensure the effective and efficient

  6  implementation of the corporation's operations; or

  7         (iii)  To maintain existing financing arrangements

  8  without a material adverse effect on the creditors of the

  9  Residential Property and Casualty Joint Underwriting

10  Association or the Florida Windstorm Underwriting Association.
