13         Amendment 

14         On page 48, between lines 8 and 9, of the bill

15

16  insert:  16.  The plan of operation, and any amendments

17  thereto, shall take effect only after approved by order of the

18  department after public hearing.  Any insurer or policyholder

19  against whom assessments of the corporation may be levied or

20  from whom such assessments may be collected is deemed to be

21  substantially affected by such order for purposes of the

22  Administrative Procedure Act.
