13         Amendment (with title amendment) 

14         On page 4, between lines 10 and 11, of the bill

16  insert:

17         (e)  The county and the municipalities that would be

18  affected by the annexation plan shall attempt to negotiate in

19  good faith an interlocal agreement between the municipalities

20  and the county.  The interlocal agreement should include, at a

21  minimum, the completion of planned infrastructure improvements

22  by the county and a transitional plan.
