11  The Committee on Claims offered the following:

13         Amendment 
14         On page 2, line 29, through page 3, line 10,
15  remove from the bill:  all of said lines
16  
17  and insert in lieu thereof:
18         (a)  On the first July 1st after the effective date of
19  this act, the balance remaining from the sum of $800,000,
20  after payment of statutory attorney's fees and costs and any
21  outstanding medical liens, shall be placed in a Special Needs
22  Trust created for the exclusive use and benefit of Joshua
23  England, a minor, to compensate him for injures and damages
24  sustained; and
25         (b)  On July 1st one year after the initial payment of
26  $800,000 is made, $700,000 is to be placed into the Special
27  Needs Trust for the exclusive use and benefit of Joshua
28  England; and
29         (c) On each consecutive July 1st commencing after the
30  $700,000 payment is made, and for 5 years thereafter, $200,000
31  shall be placed into the Special Needs Trust for the exclusive
