1 House Concurrent Resolution
2 A concurrent resolution renumbering current
3 Joint Rule 8 and creating a new Joint Rule 8 of
4 the Joint Rules of the Legislature.

6 Be It Resolved by the House of Representatives of the State of
7 Florida, the Senate Concurring:

9 That current Joint Rule 8 of the Joint Rules of the
10 Legislature is renumbered as Joint Rule 9 and a new Joint Rule
11 8 is created to read:

14 JOINT LEGISLATIVE SALES TAX EXEMPTION REVIEW COMMITTEE

16 8.1--Introduction of Committee Bills
17 At the Regular Session following submission of each
18 annual report to the President of the Senate and the Speaker
19 of the House of Representatives recommending the retention,
20 modification, or repeal of exemptions to the sales and use
21 tax, the Joint Legislative Sales Tax Exemption Review
22 Committee must introduce one or more bills presenting for
23 retention, modification, or repeal those sales and use tax
24 exemptions that were subject to the review and recommendations
25 of the committee in the report submitted immediately prior to
26 the session in which introduced. Each bill so introduced must
27 be submitted to a vote of the members of each house of the
28 Legislature during the session in which introduced.

30 8.2--Meetings to Consider Proposed Bills; Notice

1 The committee may hold meetings to consider bills
2 proposed by the committee under this rule. Not less than 7
3 days prior to a meeting of the committee to consider its
4 proposed bills, a notice of the meeting, stating the proposed
5 bills to be considered and the date, time, and place of the
6 meeting, shall be filed with the Secretary of the Senate when
7 the chair is a Senator or with the Clerk of the House of
8 Representatives when the chair is a Representative. The
9 Secretary or the Clerk shall distribute notice to the
10 Legislature and the public, consistent with the rules and
11 policies of their respective houses.

13 8.3--Proceedings Governing Consideration of Proposed Bills
14 All proceedings of the committee at which a proposed
15 bill of the committee is considered shall be governed by the
16 rules of the Senate when the chair is a Senator and by the
17 rules of the House of Representatives when the chair is a
18 Representative, except as otherwise provided in this rule.

21 CONTINUING EXISTENCE OF JOINT RULES

23 9.1 8.1--Continuing Existence of Joint Rules
24 All joint rules adopted by concurrent resolution, and
25 amendments thereto, shall continue in effect from session to
26 session or Legislature to Legislature until repealed by
27 concurrent resolution.
