  1                      A bill to be entitled

  2         An act relating to developmental disabilities;

  3         providing for the Developmental Disabilities

  4         Program of the Department of Children and

  5         Family Services to form a task force; providing

  6         that the task force is to develop policies and

  7         procedures for implementing a

  8         consumer-directed, choice-based system of

  9         services for clients of the program; providing

10         for the department to implement pilot projects;

11         requiring the department to report to

12         legislative leaders on providing statewide

13         services under such a system; providing an

14         effective date.

16  Be It Enacted by the Legislature of the State of Florida:

17

18         Section 1.  Developmental disabilities task force;

19  purposes; pilot programs; report.--

20         (1)  By September 1, 2002, the Developmental

21  Disabilities Program of the Department of Children and Family

22  Services shall establish a task force of key stakeholders,

23  including clients, family members, advocates, and service

24  providers, that shall develop policies and procedures

25  necessary for the implementation of an equitably funded,

26  consumer-directed, choice-based system of services for clients

27  receiving services through the Developmental Disabilities

28  Program, Home and Community Based Services Medicaid Waiver.

29         (2)  On September 1, 2003, the department shall

30  implement this system in at least four districts or regions

31  selected by the department.

  1         (3)  By January 1, 2003, the department shall present

  2  to the President of the Senate and the Speaker of the House of

  3  Representatives an operational plan and a proposed budget for

  4  providing statewide services under such a consumer-directed,

  5  choice-based system.

  6         Section 2.  This act shall take effect July 1, 2002.

  9                          SENATE SUMMARY

10    Provides for the Developmental Disabilities Program of
      the Department of Children and Family Services to form a
11    task force that will develop policies and procedures for
      implementing a consumer-directed, choice-based system of
12    services for clients of the program. Provides for the
      department to implement at least four pilot projects.
13    Requires the department to report to legislative leaders
      on providing statewide services under such a system.
