  1                      A bill to be entitled

  2         An act relating to Pinellas Suncoast Transit

  3         Authority; amending chapter 2000-424, Laws of

  4         Florida; providing for the authority to sell or

  5         transfer any real property to governmental

  6         entities and to sell or transfer surplus

  7         personal property without competitive bid;

  8         providing for severability; providing an

  9         effective date.

11  Be It Enacted by the Legislature of the State of Florida:

13         Section 1.  Paragraph (c) of subsection (2) of section

14  4 of section 2 of chapter 2000-424, Laws of Florida, is

15  amended to read:

16         Section 4.  Purposes and powers.--

17         (2)  The authority is hereby granted, and shall have

18  and may exercise all powers necessary, appurtenant,

19  convenient, or incidental to the carrying out of the aforesaid

20  purposes, including, but not limited to, the following rights

21  and powers:

22         (c)  To acquire, purchase, hold, lease as a lessee, and

23  use any franchise, property, real, personal, or mixed,

24  tangible or intangible, or any interest therein, necessary or

25  desirable for carrying out the purposes of the authority, and

26  to sell, lease as lessor, transfer, and dispose of any

27  property or interest therein at any time acquired by it.  Any

28  sale, lease, or transfer of any property or interest shall be

29  upon competitive bid, except that the authority may sell,

30  lease, or transfer any real property or interest therein to

31  another governmental entity without competitive bid and may

  1  sell, lease, or transfer surplus personal property, tangible

  2  or intangible, in accordance with chapter 274, Florida

  3  Statutes.

  4         Section 2.  If any provision of this section or its

  5  application to any person or circumstance is held invalid, the

  6  invalidity shall not affect other provisions or applications

  7  of this act which can be given effect without the invalid

  8  provision or application, and to this end the provisions of

  9  this section are declared severable.

10         Section 3.  This act shall take effect upon becoming a

11  law.
