1 A bill to be entitled
2 An act relating to school advisory councils;
3 amending s. 229.58, F.S.; requiring school
4 advisory councils to adopt bylaws; requiring
5 that the bylaws include procedures for
6 establishing a quorum, requiring notice of
7 meetings, and replacing members; requiring the
8 district school board to annually review and
9 approve the proposed bylaws; providing an
10 effective date.

12 Be It Enacted by the Legislature of the State of Florida:

14 Section 1. Paragraph (d) is added to subsection (1) of
15 section 229.58, Florida Statutes, to read:
16 229.58 District and school advisory councils.--
17 (1) ESTABLISHMENT.--
18 (d) Each school advisory council shall adopt bylaws
19 establishing procedures for:
20 1. Requiring a quorum to be present before a vote may
21 be taken by the school advisory council. A majority of the
22 membership of the council constitutes a quorum.
23 2. Requiring at least 3-days' advance notice in
24 writing to all members of the advisory council of any matter
25 that is scheduled to come before the council for a vote.
26 3. Scheduling meetings when parents, students,
27 teachers, business persons, and members of the community can
28 attend.
29 4. Replacing any member who has two unexcused
30 consecutive absences from a school advisory council meeting
31 that is noticed according to the procedures in the bylaws.

1 5. Recording minutes of meetings.

3 The district school board may review all proposed bylaws of a
4 school advisory council annually and shall maintain a record
5 of minutes of council meetings.
6 Section 2. This act shall take effect July l, 2002.
