1 A bill to be entitled
2 An act relating to pari-mutuel wagering;
3 amending s. 550.6305, F.S.; revising provisions
4 governing the distribution of net proceeds on
5 an out-of-state horse race; providing an
6 effective date.

8 Be It Enacted by the Legislature of the State of Florida:

10 Section 1. Paragraph (c), (d), and (f) of subsection
11 (9) of section 550.6305, Florida Statutes, are amended to
12 read:
13 550.6305 Intertrack wagering; guest track payments;
14 accounting rules.--
15 (9) A host track that has contracted with an
16 out-of-state horse track to broadcast live races conducted at
17 such out-of-state horse track pursuant to s. 550.3551(5) may
18 broadcast such out-of-state races to any guest track and
19 accept wagers thereon in the same manner as is provided in s.
20 550.3551.
21 (c) All guest tracks other than thoroughbred
22 permitholders that are eligible to receive wagers on
23 out-of-state horseraces rebroadcast from a host track racing
24 under a thoroughbred horse permit shall be subject to the
25 distribution of the net proceeds as specified in paragraphs
26 (b) or (d) paragraph (a) unless the host and guest
27 permitholders and the recognized horseman's group agree to a
28 different distribution of their respective portions of the
29 proceeds by contract.
30 (d) Any permitholder located in any county area of the
31 state where there are only two permits, one for dogracing and

1 one for jai alai, may accept wagers on rebroadcasts of
2 out-of-state thoroughbred horse races from an in-state
3 thoroughbred horse racing permitholder and shall not be
4 subject to the provisions of paragraph (b) if such
5 thoroughbred horse racing permitholder located within the area
6 specified in this paragraph is both conducting live races and
7 accepting wagers on out-of-state horseraces. In such case, the
8 guest permitholder shall be entitled to 45 percent of the net
9 proceeds on wagers accepted at the guest facility. The
10 remaining proceeds shall be distributed as follows: one-half
11 shall be retained by the host facility and one-half shall be
12 paid by the host facility as purses at the host facility.
13 (f) Any permitholder located in any county area of the
14 state where there are only two permits, one for dogracing and
15 one for jai alai, may accept wagers on rebroadcasts of
16 out-of-state harness horse races from an in-state harness
17 horse racing permitholder and shall not be subject to the
18 provisions of paragraph (b) if such harness horse racing
19 permitholder located within the area specified in this
20 paragraph is conducting live races. In such case, the guest
21 permitholder shall be entitled to 45 percent of the net
22 proceeds on wagers accepted at the guest facility. The
23 remaining proceeds shall be distributed as follows: one-half
24 shall be retained by the host facility and one-half shall be
25 paid by the host facility as purses at the host facility.
26 Section 2. This act shall take effect upon becoming a
27 law.
