1 A bill to be entitled
2 An act relating to supportive housing;
3 directing the Secretary of Children and Family
4 Services to establish a workgroup to review
5 issues associated with services and supports
6 provided through state-funded supportive
7 housing; providing for membership and staff of
8 the workgroup; requiring the workgroup to
9 prepare recommendations; requiring inclusion of
10 recommendations in the state plan; providing an
11 effective date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. The Secretary of Children and Family
16 Services shall establish a workgroup for the purposes of
17 reviewing issues associated with services and supports
18 provided through state-funded supportive housing and
19 developing legislative recommendations for state-funded
20 supportive housing living arrangements. The workgroup shall
21 address development of administrative rules regarding:
22 (1) The definition of supportive housing services;
23 (2) Consumer health and safety; and
24 (3) The use of subsidies funded by the Department of
25 Children and Family Services.

27 The Secretary of Children and Family Services shall ensure
28 that representatives participate in the workgroup from the
29 department and from the Agency for Health Care Administration,
30 the Florida Health Care Association, the Florida Assisted
31 Living Affiliation, the Florida Association of Homes for the

1 Aging, the Florida Council for Behavioral Healthcare, Inc.,
2 the National Alliance for the Mentally Ill, the Florida
3 Advocacy Center for Persons with Disabilities, Inc., the
4 Florida Coalitions for the Homeless, the Florida Housing
5 Coalition, Florida AIDS Action, the Florida Hospital
6 Association, the Florida Long-Term Care Ombudsman, the Florida
7 Statewide Advocacy Council, the Florida Sheriffs Association,
8 the Florida Psychiatric Society, and the Florida Association
9 of Counties. The workgroup shall be staffed by the Department
10 of Children and Family Services. Each member of the workgroup
11 shall serve at his or her own expense. The workgroup shall
12 prepare recommendations no later than November 2002, and shall
13 include recommendations in the January 2003 update to the
14 mental health and substance abuse state master plan.
15 Section 2. This act shall take effect upon becoming a
16 law.

18 STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
COMMITTEE SUBSTITUTE FOR
19 Senate Bill 2254

21 Eliminates the Agency for Health Care Administration's
requirement to work jointly with the Department of Children
22 and Families to establish and staff the workgroup. The
Department of Children and Families is provided sole
23 responsibility for these tasks.
24 Shifts the objectives of the workgroup to developing
administrative rules pertaining to the definition of
25 supportive housing services, consumer health and safety and
the use of Department of Children and Families funded
26 subsidies.
27 Expands the membership of the workgroup and eliminates the
requirement that there be equal representation from each
28 entity.
29 Changes the action taken on the workgroup recommendations from
submission to the Governor and legislature to incorporating
30 the recommendations into the January 2003 update of the Mental
Health and Substance Abuse master plan.
