1 A bill to be entitled
2 An act relating to technology transfer;
3 creating s. 288.9525, F.S.; providing
4 legislative findings with respect to the
5 benefits of technology transfer and methods for
6 facilitating technology transfer; requiring the
7 Florida Board of Education to establish a
8 process for addressing technology-transfer
9 issues; requiring the board to consult with
10 certain organizations; requiring the board to
11 report annually to the Governor and Legislature
12 on technology-transfer-related issues and
13 activities; prescribing elements of the report;
14 providing an effective date.

16 Be It Enacted by the Legislature of the State of Florida:
17
18 Section 1. Section 288.9525, Florida Statutes, is
19 created to read:
20 288.9525 Technology transfer and commercialization.--
21 (1) The Legislature finds that the transfer of new
22 technology from an entity that develops such technology, but
23 does not have the ability or desire to bring it to market, to
24 an entity that does have the ability or desire to bring it to
25 market, produces economic-development benefits for the state
26 and the public and is a worthy public-policy goal of the
27 state. The Legislature further finds that the transfer of
28 technology is facilitated by encouraging communication and
29 relationships among research, commercial, and
30 economic-development entities; by minimizing legal and policy

1 impediments to technology transfer; and by optimizing the
2 availability of technology-transfer-related resources.
3 (2)(a) The Florida Board of Education shall establish
4 a process to facilitate the regular meeting of university
5 officials, industry professionals, state economic-development
6 officials, and other individuals involved in
7 technology-transfer efforts for the purposes of:
8 1. Discussing state technology-transfer issues.
9 2. Developing solutions to state technology-transfer
10 problems.
11 3. Creating mechanisms by which informal university
12 and industry interaction can be increased.
13 4. Facilitating technology-transfer-related
14 collaboration between universities located in smaller
15 metropolitan areas in this state and those located in the
16 state's larger metropolitan areas.

18 While establishing this process, the board shall consult with
19 the Office of Tourism, Trade, and Economic Development;
20 Enterprise Florida, Inc.; the Florida Research Consortium; the
21 Internet Coast Research Consortium; the Florida High Tech
22 Corridor Council, Inc.; the Technological Research and
23 Development Authority; the Florida Space Research Institute;
24 and other organizations or individuals that work with the
25 academic or business communities on issues related to
26 technology transfer and commercialization.
27 (b) No later than 60 days before the convening of each
28 regular session of the Legislature, the board shall submit to
29 the Governor, the President of the Senate, the Speaker of the
30 House of Representatives, and the majority and minority

1 leaders of the Senate and the House of Representatives a
2 progress report that must include, at a minimum:
3 1. Descriptions of the activities planned or performed
4 by the board with respect to its duties under this subsection.
5 2. Detailed descriptions of barriers to technology
6 transfer in this state.
7 3. Summaries of issues regarding the facilitation of
8 informal university and industry interaction and
9 technology-transfer-related collaboration between universities
10 located in smaller metropolitan areas in this state and those
11 located in the state's larger metropolitan areas.
12 4. Specific recommendations to the Legislature
13 concerning proposed statutory or budgetary changes that could
14 improve technology transfer in this state.
15 Section 2. This act shall take effect upon becoming a
16 law.

19 SENATE SUMMARY
20 Requires the Florida Board of Education to facilitate the
regular meeting of economic-development officials within
21 the universities, private industry, and the state and
address issues dealing with the transfer of technology.
22 Requires that the board report to the Governor and
Legislature at least 60 days before the convening of each
23 regular session of the Legislature. (See bill for
