14         On page 69, lines 6-20, delete those lines

15

16  and insert:  division rules. Any employer, if self-insured, or

17  carrier found by the division not to be within 90 percent

18  compliance as to the payment of medical bills after July 1,

19  1994, must be assessed a fine not to exceed 1 percent of the

20  prior year's assessment levied against such entity under s.

21  440.51 for every quarter in which the entity fails to attain

22  90-percent compliance. The department division shall fine or

23  otherwise discipline an employer or carrier, pursuant to this

24  chapter, the insurance code, or rules adopted by the

25  department division, for each late payment of compensation

26  that is below the minimum 90-percent performance standard. Any

27  carrier that is found to be not in compliance in subsequent

28  consecutive quarters must implement a medical-bill review

29  program approved by the division, and the carrier is subject

30  to disciplinary action by the Department of Insurance.
