  1                      A bill to be entitled

  2         An act relating to vocational rehabilitation;

  3         amending s. 229.0073, F.S.; reorganizing the

  4         Department of Education and establishing a

  5         Division of Vocational Rehabilitation Services

  6         and a Division of Blind Services in the

  7         department; providing duties for both

  8         divisions; repealing part III of ch. 413, F.S.,

  9         which provides for the Occupational Access and

10         Opportunity Commission; providing an effective

11         date.

13  Be It Enacted by the Legislature of the State of Florida:

14

15         Section 1.  Paragraphs (e) and (f) are added to

16  subsection (4) of section 229.0073, Florida Statutes, to read:

17         229.0073  Reorganization of the Department of

18  Education.--Effective July 1, 2001, notwithstanding the

19  provisions of s. 20.15, the secretary's Education

20  Reorganization Workgroup is established to direct and provide

21  oversight for the reorganization of Florida's K-20 Department

22  of Education. The workgroup shall be comprised of the

23  Secretary of the Florida Board of Education, the Commissioner

24  of Education, the Governor or his designee, the Chancellor of

25  Colleges and Universities, the Chancellor of Community

26  Colleges, the Chancellor of Public Schools, and the Executive

27  Director of Independent Education, who shall consult with the

28  legislative members of the Education Governance Reorganization

29  Transition Task Force. The reorganization shall:

30         (4)  Establish the following divisions within the

31  department:

  1         (d)  Division of Vocational Rehabilitation

  2  Services.--The designated state unit for providing services

  3  for the state's vocational rehabilitation program.

  4         (e)  Division of Blind Services.--The designated state

  5  unit for providing services to blind persons.

  6         Section 2.  Part III of chapter 413, Florida Statutes,

  7  consisting of sections 413.81, 413.82, 413.83, 413.84, 413.85,

  8  413.86, 413.87, 413.88, 413.89, 413.90, 413.91, 413.92, and

  9  413.93, Florida Statutes, is repealed.

10         Section 3.  This act shall take effect July 1, 2002.

13                          SENATE SUMMARY

14    Repeals provisions relating to the Occupational Access
      and Opportunity Commission in the Department of Education
15    and establishes a Division of Vocational Rehabilitation
      Services and a Division of Blind Services in the
