14         On page 14, between lines 7 and 8, of the bill

15

16  insert:

17         (8)  CONDITIONS FOR CONTINUED FOSTER CARE SERVICES.--In

18  addition to the services and scholarships provided under this

19  subsection, the department is authorized to continue to

20  provide the services of the children's foster care program to

21  individuals 18 to 21 years of age who are enrolled in high

22  school, in a program leading to a high school equivalency

23  diploma as defined in s. 229.814, or in a full-time career

24  education program, and to continue to provide services of the

25  children's foster care program to individuals 18 to 23 years

26  of age who are enrolled full-time in a postsecondary

27  educational institution granting a degree, a certificate, or

28  an applied technology diploma, if the following requirements

29  are met:

30         (a)  The individual was committed to the legal custody

31  of the department for placement in foster care as a dependent

  1  child prior to his or her 18th birthday.

  2         (b)  All other resources have been thoroughly explored,

  3  and it can be clearly established that there are no

  4  alternative resources for placement.

  5         (c)  A written service agreement which specifies

  6  responsibilities and expectations for all parties involved has

  7  been signed by a representative of the department, the

  8  individual, and the foster parent or licensed child-caring

  9  agency providing the placement resources. This agreement shall

10  be narrowly drawn to achieve the goals of this section.
