18  and insert in lieu thereof:  
19         (5) The homeowners' association shall install, operate,
20  maintain, repair, and replace all signs, signals, markings,
21  striping, guard rails, and other traffic-control devices
22  necessary or useful for the private roads unless an agreement
23  has been entered into between the county and the homeowners'
24  association, as authorized under s. 316.006(3)(b), expressly
25  providing that the county has traffic-control jurisdiction.
