On Page: 026             Increases funding for the Florida Literacy/Reading
                         Excellence Center (FLARE) by $588,999 to provide a
Spec App:  111A          total $5 million appropriation for that program.
                         Reduces funding for the Whole School Reform for Reading
                         appropriation in order to increase funding for FLARE.
