Section: 02 EXPLANATION:
On Page: 029 Adds proviso establlishing certain conditions for use
of Communities in Schools funds, including requirements
Spec App: 120A that (1) at least 90% of funds appropriated must be
allocated to local programs; and (2) no more than 25%
of local program funds can be allocated to districts
not currently receiving funds.

Insert the following new paragraphs of proviso following Specific
Appropriation 120A on page 29:
No less than 90% of the funds appropriated in Specific Appropriation
120A shall be allocated to the local Comunnities in Schools programs in
direct cash disbursements, and no more than 25% of this 90% shall be
used for direct cash disbursements to new replication sites that expand
Communities in Schools programming to additional school districts. The
balance of funds appropriated in Specific Appropriation 120A may be
retained by Communities in Schools of Florida, Inc., for costs related
to state coordination and operation. Unused funds shall be redirected to
existing local Communities in Schools programs through direct cash
disbursements. Disbursement of all funds, excluding those set aside for
replication, is contingent upon a successful demonstration of a

dollar-for-dollar cash match.
Prior to the release of funds appropriated in Specific Appropriation
120A, the Florida Department of Education, in concert with local and
state Communities in Schools programs will establish measruement
criteria and shall submit to the Secretary of the Florida Board of
Education a report identifying successful outcomes from the proposed
expenditure of funds appropriated in Specific Appropriation 120A.
Anticipated outcomes shall include a beneficial effect on student
learning. The report shall also define a process that will be used to
measure whether and to what extent these outcomes are successfully
achieved. The organization shall present an evaluation report to the
Secretary of the Florida Board of Education that includes data,
including student performance data, used to measure the success of the
program.
Line item amendments are accepted as part of the amendatory process. However, due to the necessity of using computerized systems this may entail a different placement
within a budget entity or the renumbering of the specific appropriation items. |
