11  Senator King moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 22, between lines 11 and 12,

15

16  insert:

17         Section 18.  From the funds in Specific Appropriations

18  2396 through 2417A, the Department of Business and

19  Professional Regulation is authorized to transfer no more than

20  34 positions and the resources identified in the reengineering

21  issue from Compliance and Enforcement, no more than 12

22  positions and the resources identified in the reengineering

23  issues from Standards and Licensure, and no more than 20

24  positions and the resources identified in the reengineering

25  issue from tax collection to begin implementation of the

26  on-line licensing and reengineering project. To ensure current

27  service delivery levels pertaining to regulation, licensing,

28  compliance, enforcement, and tax collection, the department is

29  authorized to retain positions in the current programs as

30  necessary to facilitate migration to the new business process.

31  The transfer must be completed prior to June 30, 2003. The

  1  Executive Office of the Governor is authorized to establish

  2  positions in excess in the current programs to meet these

  3  requirements, subject to the provisions of section 216.177,

  4  Florida Statutes.

  5         Section 19.  In order to implement Specific

  6  Appropriations 2418-2432A of the 2002-2003 General

  7  Appropriations Act:

  8         (1)  Any other provision of law to the contrary

  9  notwithstanding, the Division of Florida Land Sales,

10  Condominiums, and Mobile Homes shall be organized with at

11  least three bureaus to be known as the Bureau of Condominiums,

12  the Bureau of Mobile Homes, and the Bureau of Time-shares.

13         (2)  No more than 10 percent of the moneys deposited in

14  the trust fund of the Division of Florida Land Sales,

15  Condominiums, and Mobile Homes shall be transferred to the

16  office of the Secretary of Business and Professional

17  Regulation or to other parts of the Department of Business and

18  Professional Regulation during any fiscal year without the

19  prior specific authorization by the Legislature in the General

20  Appropriations Act.

22  This section expires July 1, 2003.

23         Section 20.  In order to implement Specific

24  Appropriations 2396-2416 of the 2002-2003 General

25  Appropriations Act:

26         (1)  Any other provision of law to the contrary

27  notwithstanding, the Division of Alcoholic Beverages and

28  Tobacco shall be organized with at least three bureaus to be

29  known as the Bureau of Licensing, the Bureau of Auditing, and

30  the Bureau of Law Enforcement.

  6  Legislature in the General Appropriations Act.
