17 Section 31. In order to implement specific
18 appropriations 2195-2202 of the 2002-2003 General
19 Appropriations Act, subsection (3) and paragraph (a) of
20 subsection (5) of section 443.111, Florida Statutes, are
21 amended to read:
22 443.111 Payment of benefits.--
23 (3) WEEKLY BENEFIT AMOUNT.--
24 (a) An individual's "weekly benefit amount" shall be
25 an amount equal to one twenty-sixth of the total wages for
26 insured work paid during that quarter of the base period in
27 which such total wages paid were the highest, but not less
28 than $32 or more than $275. For claims with benefit years
29 beginning January 1, 2000, through December 31, 2000, an
30 additional 5 percent of the weekly benefit amount shall be
31 added for the first 8 compensable weeks of benefits paid, not

1 to exceed $288. Such weekly benefit amount, if not a multiple
2 of $1, shall be rounded downward to the nearest full dollar
3 amount. The maximum weekly benefit amount in effect at the
4 time the claimant establishes an individual weekly benefit
5 amount shall be the maximum benefit amount applicable
6 throughout the claimant's benefit year.
7 (b) For fiscal year 2002-2003 only, and
8 notwithstanding the requirements of paragraph (a), an
9 individual's "weekly benefit amount" shall be an amount equal
10 to one twenty-sixth of the total wages for insured work paid
11 during that quarter of the base period in which such total
12 wages paid were the highest, but not less than $32 or more
13 that $275. For claims with benefit years beginning October 1,
14 2002, through June 30, 2003, an additional amount equal to $25
15 or 15 percent of the weekly benefit amount, whichever is
16 greater, shall be added for each compensable week of benefits
17 paid, not to exceed $316. Such weekly benefit amount, if not a
18 multiple of $1, shall be rounded downward to the nearest full
19 dollar amount. The maximum weekly benefit amount in effect at
20 the time the claimant establishes an individual weekly benefit
21 amount shall be the maximum benefit amount applicable
22 throughout the claimant's benefit year. This paragraph expires
23 July 1, 2003.
24 (5) DURATION OF BENEFITS.--
25 (a)1.a. Any otherwise eligible individual shall be
26 entitled during any benefit year to a total amount of benefits
27 equal to 25 percent of the total wages in the base period, not
28 to exceed $7,150. For claims with benefit years beginning
29 January 1, 2000, through December 31, 2000, an additional
30 amount equal to 5 percent of the weekly benefit amount
31 multiplied by 8 shall be added to the calculated total amount

1 of benefits, the sum of which may not exceed $7,254. However,
2 such total amount of benefits, if not a multiple of $1, shall
3 be rounded downward to the nearest full dollar amount. Such
4 benefits shall be payable at a weekly rate no greater than the
5 weekly benefit amount.
6 b. For fiscal year 2002-2003 only, and notwithstanding
7 the requirements of sub-subparagraph a., any otherwise
8 eligible individual shall be entitled during any benefit year
9 to a total amount of benefits equal to 25 percent of the total
10 wages in the base period, not to exceed $7,150. For claims
11 with benefit years beginning October 1, 2002, through June 30,
12 2003, an additional amount equal to $650 or 15 percent of the
13 weekly benefit amount multiplied by 26, whichever is greater,
14 shall be added to the calculated total amount of benefits, the
15 sum of which may not exceed $8,216. However, such total amount
16 of benefits, if no a multiple of $1, shall be rounded downward
17 to the nearest full dollar amount. Such benefits shall be
18 payable at a weekly rate not greater than the weekly benefit
19 amount. This sub-subparagraph expires on July 1, 2003.
20 2. For the purposes of this subsection, wages shall be
21 counted as "wages for insured work" for benefit purposes with
22 respect to any benefit year only if such benefit year begins
23 subsequent to the date on which the employing unit by whom
24 such wages were paid has satisfied the conditions of this
25 chapter with respect to becoming an employer.
