  1                      A bill to be entitled

  2         An act relating to consumer services; providing

  3         that it is a deceptive and unfair trade

  4         practice to bill a consumer after a free trial

  5         period without permission; providing an

  6         effective date.

  8  Be It Enacted by the Legislature of the State of Florida:

  9

10         Section 1.  It is a deceptive and unfair trade practice

11  under part II of chapter 501, Florida Statutes, to begin

12  billing a consumer for goods or services at the end of a free

13  trial period unless the person offering the goods or services

14  has contacted the consumer after the free trial period has

15  ended and the consumer has provided positive permission to be

16  billed for the goods or services at that time.

17         Section 2.  This act shall take effect July 1, 2002.

21    Makes it a deceptive and unfair trade practice to bill a
      consumer for goods and services when a free trial period
22    has ended without specific permission of the consumer at
      that time.
