  1                      A bill to be entitled

  2         An act relating to the Boca Raton Airport

  3         Authority; amending chapter 82-259, Laws of

  4         Florida, as amended; requiring the Town of

  5         Highland Beach, the City of Deerfield Beach,

  6         and the City of Delray Beach each to appoint

  7         one member, and the City of Boca Raton and the

  8         Palm Beach County Commission each to appoint

  9         two members to the Boca Raton Airport

10         Authority; providing residency requirements of

11         such appointees; providing terms of office;

12         providing an effective date.

14  Be It Enacted by the Legislature of the State of Florida:

15

16         Section 1.  Subsections (1), (2), (3), and (5) of

17  section 4 of chapter 82-259, Laws of Florida, as amended by

18  chapters 91-381 and 99-421, Laws of Florida, are amended to

19  read:

20         Section 4.  Membership; terms of office; officers;

21  quorum; meetings; removal.--

22         (1)  The authority shall consist of seven members. The

23  City of Boca Raton shall appoint two members. The City of

24  Delray Beach shall appoint one member. The Town of Highland

25  Beach shall appoint one member. The City of Deerfield Beach

26  shall appoint one member. As a condition of eligibility for

27  appointment and to hold office, all five members appointed by

28  the municipalities must reside within their respective

29  municipalities' boundaries the municipality, and two members

30  must reside within the Greater Boca Raton Reserve Area, as

31  defined in chapter 67-1112, Laws of Florida. Of the five

  1  municipal residents, three must reside east of the airport,

  2  one must reside west of the airport, and one may reside

  3  anywhere in the municipality.

  4         (2)  The Palm Beach County Commission shall appoint two

  5  members, each of whom must reside within the Greater Boca

  6  Raton Reserve Area, as defined in chapter 67-1112, Laws of

  7  Florida. The city council shall appoint the five members who

  8  must reside within the limits of the municipality as specified

  9  in subsection (1).

10         (3)  The term of office for each member shall be two

11  years. Each term shall expire on June 1 in the year of

12  expiration of the term. The Palm Beach County Commission

13  appointees' terms shall commence June 1, 2002. The City of

14  Boca Raton appointees' terms shall commence June 1, 2002. The

15  City of Delray Beach appointee's term shall commence June 1,

16  2003. The City of Deerfield Beach appointee's term shall

17  commence June 1, 2003. The Town of Highland Beach appointee's

18  term shall commence June 1, 2003. The county and Boca Raton

19  Pilots Association members' terms shall expire in odd years

20  and the other members' terms shall expire in even years.

21         (5)  A quorum shall consist of four three members., but

23  be necessary to take any action except to adjourn.

24         Section 2.  This act shall take effect upon becoming a

25  law.
