  1                      A bill to be entitled

  2         An act relating to the City of Coral Springs,

  3         Broward County; extending and enlarging the

  4         corporate limits of the City of Coral Springs

  5         to include specified unincorporated lands

  6         within said corporate limits; providing an

  7         effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

10

11         Section 1.  The present corporate limits of the City of

12  Coral Springs, Broward County, Florida, are hereby extended

13  and enlarged so as to include, in addition to the territory

14  presently within its corporate limits, the area particularly

15  described as follows:

17         All that portion of the Sawgrass Expressway, as

18         shown on Sawgrass/Deerfield Expressway Right of

19         way Map, recorded in Misc. Map Book R/W 11,

20         Page 36, of the public records of Broward

21         County, Florida, in the South One-Half (S 1/2)

22         of Section 5, Township 48 South, Range 41 East,

23         and in the South One-Half (S 1/2) of Section 6,

24         Township 48 South, Range 41 East, and in the

25         North One-Half (N 1/2) of Section 7, Township

26         48 South, Range 41 East and in the North

27         One-Quarter (N 1/4) of the Southwest

28         One-Quarter (SW 1/4), of said Section 7,

29         together with: That portion of the Sawgrass

30         Expressway right of way in Sections 11 and 12,

31         Township 48 South, Range 41 East, Broward

  1         County, Florida, described as follows:

  2         BEGINNING at the intersection of the South

  3         right of way line of the Sawgrass Expressway as

  4         shown on Sawgrass/Deerfield Expressway Right of

  5         way Map, recorded in Misc. Map Book R/W 11,

  6         Page 36, of the public records of Broward

  7         County, Florida, with the East line of the West

  8         One-Half (W 1/2) of Tract 8 of FLORIDA FRUIT

  9         LANDS COMPANY'S SUBDIVISION NO. 2 of said

10         Section 11, according to the plat thereof, as

11         recorded in Plat Book 1, Page 102 of the public

12         records of Palm Beach County, Florida, being a

13         point on the municipal boundary of the City of

14         Coral Springs, as established by Ordinance No.

15         82-101 of the City of Coral Springs; THENCE

16         Easterly along said South right of way line and

17         along the municipal boundary of the City of

18         Coral Springs, as established by Ordinance No.

19         89-161 of the City of Coral Springs, being

20         along the South right of way line of the

21         Sawgrass Expressway as described in Civil

22         Action No. 84-023808CN, to the West right of

23         way line of State Road No. 7, as shown on the

24         Department of Transportation right of way map

25         No. 86100-2532, sheets 5 and 6; THENCE

26         northerly along said West right of way line to

27         the North right of way line of the Sawgrass

28         Expressway, as shown on the aforesaid

29         Sawgrass/Deerfield Expressway Right of way Map

30         and the North line of said Section 12;

  1         THENCE Westerly along said North right of way

  2         line, being along the municipal boundary of the

  3         City of Parkland, as established by Chapter

  4         84-505, Laws of Florida and Ordinance No.19 of

  5         the City of Parkland and along the North right

  6         of way line of said Sawgrass Expressway and

  7         along the North line of said Section 11, being

  8         along said Ordinance No. 19, to the East line

  9         of the West One-Half (W 1/2) of Tract 8 of said

10         FLORIDA FRUIT LANDS COMPANY'S SUBDIVISION NO.

11         2; THENCE Southerly along said East line, being

12         along the municipal boundary of the City of

13         Coral Springs, as established by Ordinance No.

14         82-101 of the City of Coral Springs, to the

15         POINT OF BEGINNING.

17         Section 2.  All public roads and the public

18  rights-of-way associated therewith, lying within the limits of

19  the lands subject to annexation herein as described in section

20  1, are transferred from Broward County jurisdiction to the

21  jurisdiction of the annexing municipality, except for county

22  collector roads and all roads within the state highway system

23  and any public rights-of-way associated therewith.

24         Section 3.  On the effective date of this act, the City

25  of Coral Springs shall be responsible for and embodied with

26  all municipal powers granted in chapter 166, Florida Statutes,

27  over territory hereby annexed.

28         Section 4.  Nothing in this act shall be construed to

29  affect or abrogate the rights of parties to any contracts,

30  whether the same be between Broward County and a third party

  1  or between nongovernmental entities, which contracts are in

  2  effect prior to the effective date of annexation.

  3         Section 5.  This act shall take effect September 15,

  4  2002.
