  1                      A bill to be entitled

  2         An act relating to consensus estimating

  3         conferences; amending s. 216.136, F.S.;

  4         creating the Mental Health Estimating

  5         Conference and providing its duties and

  6         principals; providing an effective date.

  8  Be It Enacted by the Legislature of the State of Florida:

  9

10         Section 1.  Subsection (13) is added to section

11  216.136, Florida Statutes, to read:

12         216.136  Consensus estimating conferences; duties and

13  principals.--

14         (13)  MENTAL HEALTH ESTIMATING CONFERENCE.--

15         (a)  Duties.--The Mental Health Estimating Conference

16  shall develop such official information relating to the

17  state-supported mental health system as the conference

18  determines is needed for the state planning and budgeting

19  system.  Such official information shall include, but not be

20  limited to, forecasts of Baker Act expenditures based on

21  periodic actuarial analysis, caseload estimates of adults with

22  serious mental illness and children with a serious emotional

23  disturbance and the associated costs per person served, and

24  demand for civil and forensic institutional beds.

25         (b)  Principals.--The Executive Office of the Governor,

26  the coordinator of the Office of Economic and Demographic

27  Research, and professional staff who have forecasting

28  expertise from the Department of Children and Family Services,

29  the Senate, and the House of Representatives, or their

30  designees, are the principals of the Mental Health Estimating

  1  Conference.  The principal representing the Executive Office

  2  of the Governor shall preside over sessions of the conference.

  3         Section 2.  This act shall take effect July 1, 2002.
