14 On page 148, between lines 21 & 22,

16 insert:
17 Section 126. Section (12) of section 641.51, Florida
18 Statutes, is amended to read:
19 641.51 Quality assurance program; second medical
20 opinion requirement.--
21 (12) If a contracted primary care physician, licensed
22 under chapter 458 or chapter 459, and the organization
23 determine that a subscriber requires examination by a licensed
24 ophthalmologist for medically necessary, contractually covered
25 services, which the contracted primary physician does not
26 provide, then the organization shall authorize the contracted
27 primary care physician to send the subscriber to a contracted
28 licensed ophthalmologist to refer the subscriber to the
29 appropriate specialist licensed under chapters 458, 459, 460,
30 461, 463, 490 or other appropriate contracted provider as
31 determined by the primary care physician.
