11  Senator Diaz de la Portilla moved the following amendment to

12  amendment (104940):

14         Senate Amendment (with title amendment) 

15         On page 97, between lines 23 and 24,

16

17  insert:

18         Section 80.  All Medicaid community health care

19  services that are limited to children as defined by the

20  Community Mental Health Coverage and Limitations Handbook are

21  exempt from prior authorization of treatment, prior

22  authorization of service plans, or the prior authorization of

23  services with respect to reimbursement and use management by

24  the Agency for Health Care Administration as authorized by the

25  Legislature. The Agency for Health Care Administration shall

26  require all Children's Medicaid Community Mental Health

27  services providers to develop an internal utilization

28  management program, to obtain a minimum of an 85-percent

29  compliance rate on the most recent Medicaid audit, and to have

30  been accredited by the Join Commission on Accreditation of

31  Healthcare Organizations (JCAHO), Council on Accreditation
