15 On page 97, between lines 23 and 24,

17 insert:
18 Section 80. The Secretary of Children and Family
19 Services shall establish a workgroup for the purposes of
20 reviewing issues associated with services and supports
21 provided through state-funded supportive housing and
22 developing legislative recommendations for state-funded
23 supportive housing living arrangements. The workgroup shall
24 address development of administrative rules regarding:
25 (1) The definition of supportive housing services;
26 (2) Consumer health and safety; and
27 (3) The use of subsidies funded by the Department of
28 Children and Family Services.

30 The Secretary of Children and Family Services shall ensure
31 that representatives participate in the workgroup from the

1 department and from the Agency for Health Care Administration,
2 the Florida Health Care Association, the Florida Assisted
3 Living Affiliation, the Florida Association of Homes for the
4 Aging, the Florida Council for Behavioral Healthcare, Inc.,
5 the National Alliance for the Mentally Ill, the Florida
6 Advocacy Center for Persons with Disabilities, Inc., the
7 Florida Coalitions for the Homeless, the Florida Housing
8 Coalition, Florida AIDS Action, the Florida Hospital
9 Association, the Florida Long-Term Care Ombudsman, the Florida
10 Statewide Advocacy Council, the Florida Sheriffs Association,
11 the Florida Psychiatric Society, the Department of Elderly
12 Affairs, the Florida Mental Health Counselors Association, and
13 the Florida Association of Counties. The workgroup shall be
14 staffed by the Department of Children and Family Services.
15 Each member of the workgroup shall serve at his or her own
16 expense. The workgroup shall prepare recommendations no later
17 than November 2002, and shall include recommendations in the
18 January 2003 update to the mental health and substance abuse
19 state master plan.
