2 An act relating to community college required
3 instruction; amending s. 240.325, F.S.;
4 requiring community college general education
5 requirements to include civics instruction
6 which focuses on American national government;
7 providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Paragraph (c) of subsection (4) of section
12 240.325, Florida Statutes, is amended to read:
13 240.325 Minimum standards, definitions, and guidelines
14 for community colleges.--The State Board of Education shall
15 prescribe minimum standards, definitions, and guidelines for
16 community colleges which will assure the quality of education,
17 systemwide coordination, and efficient progress toward
18 attainment of the community college mission. At a minimum,
19 these rules must address:
20 (4) Provisions for curriculum development, graduation
21 requirements, college calendars, and program service areas.
22 These provisions shall include rules that:
23 (c) Require no more than 36 semester credit hours in
24 general education courses in the subject areas of
25 communication, mathematics, social sciences, humanities, and
26 natural sciences. At least one of the courses a student must
27 take to satisfy the social sciences requirement shall include
28 civics instruction which focuses on American national
29 government. The required civics instruction applies to
30 students who enroll in a community college for the first time
31 in the fall semester of 2002 or thereafter.

2 The rules should encourage community colleges to enter into
3 agreements with universities which allow community college
4 students to complete upper-division-level courses at a
5 community college. An agreement may provide for concurrent
6 enrollment at the community college and the university,
7 authority for the community college to offer an
8 upper-division-level course, or distance learning.
9 Section 2. This act shall take effect July 1, 2002.
