14 On page 2, line 30, through
15 page 3, line 3, delete those lines
16
17 and insert: detain any prisoner of or visitor to a state
18 correctional institution person for a violation violations of
19 the criminal laws of the state involving an offense classified
20 as a felony that occurs on property owned or leased by the
21 department and may arrest offenders who have escaped or
22 absconded from custody. Persons designated as law enforcement
23 officers have the authority to arrest with or without a
24 warrant a staff member of the department, including any
25 contract employee, for a violation of the criminal laws of the
26 state involving an offense classified as a felony under this
27 chapter or chapter 893 on property owned or leased by the
28 department. A person designated as a law enforcement officer
29 under this section may make arrests of persons against whom
30 arrest warrants have been issued, including arrests of
31 offenders who have escaped or absconded from custody. Such
