14         On page 2, line 29 through page 3, line 1,

15  remove:  all of said lines

17  and insert:  shall have the authority to arrest, with or

18  without a warrant, detain any person prisoner or visitor to a

19  state correctional institution for a violation violations of

20  the criminal laws of the state involving an offense classified

21  as a felony which occurs on property owned or leased by the

22  department and may arrest offenders who have escaped or

23  absconded from custody.  Persons designated as law enforcement

24  officers shall have authority to arrest with or without a

25  warrant a staff member of the department including any

26  contract employee for a violation of the criminal laws of the

27  state involving an offense classified as a felony under this

28  chapter or chapter 893 on property owned or leased by the
