2 An act relating to specialty license plates;
3 amending ss. 320.08056 and 320.08058, F.S.;
4 providing for a Breast Cancer Research license
5 plate; providing for a use fee; directing the
6 Department of Highway Safety and Motor Vehicles
7 to develop a Breast Cancer Research license
8 plate; providing for the distribution and use
9 of fees; providing an effective date.

11 WHEREAS, breast cancer is the leading cause of cancer
12 death for all women between the ages of 20 and 59, with a
13 woman being diagnosed every 2 minutes or succumbing to the
14 disease every 13 minutes, and
15 WHEREAS, in Florida, over 12,000 women are diagnosed
16 with the disease annually and approximately 3,000 women in the
17 state die annually, and breast cancer is the leading cause of
18 cancer death for women in Florida between the ages of 20 and
19 59, with a woman being diagnosed every 2 minutes or succumbing
20 to the disease every 13 minutes, and
21 WHEREAS, men are at risk of breast cancer and are also
22 affected as husbands, fathers, brothers, and friends of women
23 with the disease, and
24 WHEREAS, each year, thousands of children are
25 traumatized when their mothers or fathers are diagnosed with
26 or die of breast cancer, and
27 WHEREAS, breast cancer takes an astonishing toll on the
28 economy through health care costs, lost work days, and lowered
29 productivity, both for those in treatment and for their
30 caregivers, and

1 WHEREAS, the only hope of ending this epidemic disease
2 is through research aimed at discovering its cause, its cure,
3 and, most importantly, its prevention, and
4 WHEREAS, the Florida Breast Cancer Coalition was
5 founded in 1995 to ensure funding for breast cancer research
6 and to develop resources for research into this deadly disease
7 and its cure, NOW, THEREFORE,

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Paragraph (ff) is added to subsection (4)
12 of section 320.08056, Florida Statutes, to read:
13 320.08056 Specialty license plates.--
14 (4) The following license plate annual use fees shall
15 be collected for the appropriate specialty license plates:
16 (ff) Breast Cancer Research license plate, $25.
17 Section 2. Subsection (32) is added to section
18 320.08058, Florida Statutes, to read:
19 320.08058 Specialty license plates.--
20 (32) BREAST CANCER RESEARCH LICENSE PLATES.--
21 (a) The Department of Highway Safety and Motor
22 Vehicles shall develop a Breast Cancer Research license plate
23 as provided in this section. The plate shall be designed to
24 include a figure on the left side of the plate with a pink
25 ribbon on the chest, along with a pink banner displaying the
26 Florida Breast Cancer Coalition (FBCC) website. The background
27 shall be blue and the words "End Breast Cancer" shall appear
28 at the top of the plate. The word "Florida" must appear at the
29 bottom of the plate.

1 (b) The department shall distribute the Breast Cancer
2 Research license plate annual use fee to the Florida Breast
3 Cancer Coalition Research Foundation to be used as follows:
4 1. All fees collected shall be forwarded quarterly to
5 the Florida Breast Cancer Coalition Research Foundation.
6 2. The foundation shall provide for a peer review
7 grant solicitation and award process to distribute fees for
8 breast cancer research and education in the State of Florida.
9 Research funding shall be made available for:
10 a. Basic, clinical, and translational breast cancer
11 research.
12 b. Epidemiological studies of breast cancer.
13 c. Research on possible links between breast cancer
14 and the environment.
15 d. Psychoimmunological research.
16 e. Innovative awards and idea grants.
17 (c)1. In the first year that the plate is issued, no
18 more than 25 percent of the fees collected may be used for
19 administrative costs directly associated with the operation of
20 the Florida Breast Cancer Coalition Research Foundation and
21 marketing and promotion of the Florida breast cancer research
22 concept and license plate.
23 2. In the second and subsequent years that the plate
24 is sold, no more then 20 percent of the fees collected may be
25 used for administrative costs directly associated with the
26 operation of the Florida Breast Cancer Coalition Research
27 Foundation and marketing and promotion of the Florida breast
28 cancer research concept and license plate.
29 Section 3. This act shall take effect upon becoming a
30 law.
