1 A bill to be entitled
2 An act relating to enterprise zones; creating
3 s. 290.00686, F.S.; authorizing the Office of
4 Tourism, Trade, and Economic Development to
5 designate an enterprise zone in Brevard County;
6 providing requirements with respect thereto;
7 authorizing the City of Pensacola to apply to
8 the Office of Tourism, Trade, and Economic
9 Development to designate an enterprise zone in
10 the City of Pensacola; authorizing the office
11 to designate one enterprise zone in the City of
12 Pensacola; providing requirements with respect
13 thereto; authorizing Leon County, or Leon
14 County and the City of Tallahassee jointly, to
15 apply to the Office of Tourism, Trade, and
16 Economic Development to designate an enterprise
17 zone in Leon County; authorizing the office to
18 designate one enterprise zone notwithstanding
19 certain limitations; providing requirements
20 with respect thereto; providing an effective
21 date.

23 Be It Enacted by the Legislature of the State of Florida:
24
25 Section 1. Section 290.00686, Florida Statutes, is
26 created to read:
27 290.00686 Enterprise zone designation for Brevard
28 County, Cocoa, or Brevard County and Cocoa.--Brevard County,
29 the City of Cocoa, or Brevard County and the City of Cocoa
30 jointly, may apply to the Office of Tourism, Trade, and
31 Economic Development for designation of one enterprise zone

1 encompassing an area which includes the boundaries of the
2 three community redevelopment areas established pursuant to
3 part III of chapter 163. The application must be submitted by
4 December 31, 2002, and must comply with the requirements of s.
5 290.0055. Notwithstanding the provisions of s. 290.0065
6 limiting the total number of enterprise zones designated and
7 the number of enterprise zones within a population category,
8 the Office of Tourism, Trade, and Economic Development may
9 designate one enterprise zone under this section. The Office
10 of Tourism, Trade, and Economic Development shall establish
11 the initial effective date of the enterprise zone designated
12 pursuant to this section.
13 Section 2. Enterprise zone designation for the City of
14 Pensacola.--The City of Pensacola may apply to the Office of
15 Tourism, Trade, and Economic Development for designation of
16 one enterprise zone within the city, which zone encompasses an
17 area up to 10 contiguous square miles. The application must
18 be submitted by December 31, 2002, and must comply with the
19 requirements of s. 290.0055, Florida Statutes, except
20 subsection (3) thereof. Notwithstanding the provisions of s.
21 290.0065, Florida Statutes, limiting the total number of
22 enterprise zones designated and the number of enterprise zones
23 within a population category, the Office of Tourism, Trade,
24 and Economic Development may designate one enterprise zone
25 under this section. The Office of Tourism, Trade, and Economic
26 Development shall establish the initial effective date of the
27 enterprise zone designated pursuant to this section.
28 Section 3. Enterprise zone designation for Leon
29 County.--Leon County, or Leon County and the City of
30 Tallahassee jointly, may apply to the Office of Tourism,
31 Trade, and Economic Development for designation of one

1 enterprise zone, the selected area of which shall not exceed
2 20 square miles and shall have a continuous boundary, or
3 consist of not more than three noncontiguous areas per s.
4 290.0055(4)(a), Florida Statutes. The enterprise zone shall
5 encompass an area or areas within the following Census tracts
6 for Leon County pursuant to the 1990 Census:

10 census tract 3, block group 1; census tract 4, block group 1;

20 Section 4. This act shall take effect upon becoming a
21 law.
