14         Senate Amendment (with title amendment) 

15         On page 1, between lines 16 and 17,

17  insert:

18         Section 1.  For the purpose of computing the required

19  local effort for each district, the Department of Education

20  shall exclude from the district's total nonexempt assessment

21  roll the assessed value of professional sports franchise

22  facilities certified under section 288.1162(4), Florida

23  Statutes, and owned by units of local government as defined in

24  section 218.369, Florida Statutes. Revenue received by a local

25  school board from ad valorem taxes paid by a local unit of

26  government for publicly owned professional sport franchise

27  facilities certified under section 288.1162(4), Florida

28  Statutes, shall be used for transportation infrastructure

29  improvements designed for the safe and efficient

30  transportation of children to and from schools, such as, but

31  not limited to, sidewalks, bikeways, turn lanes, intersection

  1  improvements, traffic signalization, or road widening within 2

  2  miles of a school. The school board shall select the projects

  3  to be funded; however, the first priority shall be given to

  4  projects required as the result of new school construction.

  5  This section may not be construed to expand or limit the

  6  responsibilities of a school district or unit of local

  7  government for transportation infrastructure improvements

  8  required by law.
