17         Section 12.  There is hereby appropriated $2 million of

18  non-recurring General Revenue for the purposes of this act.

19  Notwithstanding the provisions of section 6 of this act, for

20  fiscal year 2002-2003 only, the charitable organization shall

21  distribute these funds.
