11  Senator Miller moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 2, line 31,

15

16  insert:

17         Section 1.  For the purpose of computing the required

18  local effort for each district, the Department of Education

19  shall exclude from the district's total nonexempt assessment

20  roll the assessed value of professional sports franchise

21  facilities certified under section 288.1162(4), Florida

22  Statutes, and owned by units of local government as defined in

23  section 218.369, Florida Statutes. Revenue received by a local

24  school board from ad valorem taxes paid by a local unit of

25  government for publicly owned professional sport franchise

26  facilities certified under section 288.1162(4), Florida

27  Statutes, shall be used for transportation infrastructure

28  improvements designed for the safe and efficient

29  transportation of children to and from schools, such as, but

30  not limited to, sidewalks, bikeways, turn lanes, intersection

31  improvements, traffic signalization, or road widening within 2

  1  miles of a school. The school board shall select the projects

  2  to be funded; however, the first priority shall be given to

  3  projects required as the result of new school construction.

  4  This section may not be construed to expand or limit the

  5  responsibilities of a school district or unit of local

  6  government for transportation infrastructure improvements

  7  required by law.

17         An act relating to transportation; providing

20         prescribing guidelines for such improvements;

21         amending s. 20.23, F.S.;
