13         Amendment to Amendment (324671) (with title amendment) 

14         On page 1, of the amendment between lines 13 and 14,

15

16  insert:

17         Section 1.  Excess revenue from civil penalties imposed

18  for traffic violations.--If any municipality or county

19  receives more than 24 percent of its total actual annual

20  revenue for the prior fiscal year, excluding grant revenue,

21  from civil penalties collected from traffic violations, any

22  amount in excess of 24 percent shall be sent to the Department

23  of Highway Safety and Motor Vehicles to be distributed in the

24  following manner:

25         (1)  Fifty percent shall be deposited into the Highway

26  Safety Operating Trust Fund.

27         (2)  Fifty percent shall be deposited into the State

28  Transportation Trust Fund.

  3         On page 37, line 7 of the amendment after the

  4  semicolon,

  6  insert:

  7         creating a section of law that requires any

  8         county or municipality that receives more than

  9         a specified percentage of its total annual

10         revenue for the prior year from traffic

11         violation penalties to pay such excess revenue

12         to the Department of Highway Safety and Motor

13         Vehicles; requiring the department to deposit

14         the excess revenue into the Highway Safety

15         Operating Trust Fund and the State

16         Transportation Trust Fund;
